The Scottish Government has convened a short-life working group to consider annual emission reduction targets for 2011 and 2012 and to make proposals which could reduce emissions in that period. Energy efficiency has a key role to play in cutting emissions and we must consider energy efficiency as part of the work to set annual targets. We will publish a more detailed Energy Efficiency Action Plan once we have introduced a new Annual Targets Order.
